<p>3.本项目的特定资格要求：特定条件：1、投标人须是受邀请的投标人才能成为合格的投标人。2、投标代表人在同一个项目中只能接受一个投标人的委托参加投标。（提供单位负责人原件及单位负责人及被授权人身份证复印件，投标代表是单位负责人无需授权书)。 3、投标人须具备纳税人资格，可开具增值税专用发票
