</div> </div> </div> <p>3.本项目的特定资格要求：</p><div class="innercontent u-content"> <div> <p>合同包1(2023年度人大家属楼等28个城镇老旧小区房屋功能改善项目设计服务)特定资格要求如下:</p> <div style="margin-left: 32px;"> <p class="u-content" style="text-indent: 0;">（1）供应商为具有独立承担民事责任能力的法人或其他组织或自然人，并出具有效的营业执照（事业法人证）或证明文件或自然人的身份证明；（2）投标人需具备建设行政主管部门核发的工程设计建筑工程丙级及以上资质；项目负责人须具备二级注册建筑师执业资格及以上；（3）投标人应授权合法的人员参加投标全过程，其中法定代表人直接参加投标的，须出具法人身份证明及法人身份证，并与营业执照上信息一致。法定代表授权委托人参加投标的，须出具法定代表授权委托书；（4）提供具有财务审计资质单位出具的2021年度财务审计报告或开标前六个月内其基本账户银行出具的资信证明或政府采购信用担保机构出具的投标担保函；（5）具有依法缴纳税收或社会保障资金的良好记录：提供开标前六个月内任意一个月的税收或社保缴纳证明（若为依法免税或免缴的供应商应提供相关证明文件）；（6）出具参加本次投标前三年内，在经营活动中没有重大违法记录的书面声明；（7）通过“信用中国”网站(www.creditchina.gov.cn)、中国政府采购网(www.ccgp.gov.cn)？等查询相关主体信用记录（不得为“信用中国”网站中列入失信被执行人和重大税收违法案件当事人名单，不得为中国政府采购网政府采购严重违法失信行为记录名单中被财政部门禁止参加政府采购活动），截止时点为招标文件发售起至投标文件递交截止时间止（提供查询结果网页清晰截图并加盖供应商公章）；（8）单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加本采购项目投标。违反规定的，其投标均无效。（9）本项目不接受联合体投标。</p>
