0;">（1）具有独立承担民事责任能力的法人、其他组织或自然人，并出具合法有效的营业执照或事业单位法人证？书等国家规定的相关证明，自然人参与的提供其身份证明；？（2）具有良好的商业信誉：供应商不得为“信用中国(www.creditchina.gov.cn)”中列入重大税收违法案件当事人、失信惩戒对象查询及政府采购不良行为记录的供应商；不得在“中国执行信息公开网”被列为失信被执行人；不得在“国家企业信用信息公示系统”（http://www.gsxt.gov.cn/index.html）行政处罚信息、经营异常名录信息；不得为“中国政府采购网(www.ccgp.gov.cn)”？政府采购严重违法失信行为记录名单中被财政部门禁止参加政府采购活动的供应商；？（3）具有健全的财务会计制度:提供近三年任意一年的经会计师事务所或审计机构审计的财务审计报告（包括资产负债表、现金流量表、利润表、附注、审计机构资质证书等全部内容，成立时间至提交响应文件截止时间不足一年的可提供成立后任意时段的资产负债表）；？（4）具有履行合同所必需的设备和专业技术能力；（5）有依法缴纳税收的良好记录：提供投标截止日前近六个月内已缴纳的至少一个月的纳税证明或完税？证明，依法免税的单位应提供相关证明材料；？（6）响应商须在“陕西省政府采购网”登记注册（提供网站截图）。（7）有依法缴纳社会保障资金的良好记录：提供投标截止日前近六个月内已缴存的至少一个月的社会保障资金缴存单据或社保机构开具的社会保险参保缴费情况证明，依法不需要缴纳社会保障资金的单位应提供相关证明材料；？（8）参加政府采购活动前三年内，在经营活动中没有重大违法记录或被起诉的记录；？（9）法定代表人（负责人）直接参加投标的，须出具法定代表人（负责人）身份证明及身份证原件，并与营业执照上信息一致；法定代表人授权代表参加投标的，须出具法定代表人授权书及授权代表身份证原件；？（10）本项目不接受联合体磋商；？（11）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。？</p>
