style="text-decoration: underline;">邱县盛水湾生态产业聚集区高端花卉产业化项目（监理）</span> 已由 <span style="text-decoration: underline;">邱县行政审批局</span> 以 <span style="text-decoration: underline;">邱审批字【2022】122号</span> 批准建设，项目业主为 <span style="text-decoration: underline;">邱县城乡建设投资有限公司</span> ，建设资金来自 <span style="text-decoration: underline;">财政衔接推进乡村振兴补助资金1400万元、示范县奖励资金700万元</span> ，招标人为 <span style="text-decoration: underline;">邱县城乡建设投资有限公司</span> 。项目已具备招标条件，现对该项目的监理进行公开招标。 </p> <p></p> <h4>2.项目概况与招标范围</h4> <p> <strong>2.1</strong> 项目概况：</p> <p> <span style="text-decoration: underline;"> 2.1.1建设地点：项目拟建在邱县玫瑰园北侧，盛水湾路西侧，波流固渠南，规划占地27880.00㎡（约41.82亩）。 </span> </p> <p> <span style="text-decoration: underline;"> 2.1.2建设规模及内容： 拟投资建设邱县盛水湾生态产业聚集区高端花卉产业化项目，引进荷兰蝴蝶兰、红掌等高端花卉，开展种苗组培，引领邱县花卉产业发展。总建设面积16016㎡，与玫瑰园融合设计，形成园区U型参观路线，共分三个板块建设： 一是高端智能温室，用于花卉生产，建设面积14976㎡，主要建设三个温室，结构为双模联栋文络式智能温室，局部为中空保温玻璃，主要含温室主体、温室环境控制系统（供暖、降温、湿度及光照控制系统）、水肥一体化系统、种植苗床系统。 二是邱县花卉产业组培工程技术中心，主要用于花卉种苗组培，试管苗培养及扩繁，建设面积1040㎡，采用轻钢结构，主要建设组培室、看护室，内装采用无菌车间设计标准，配置组培等相关设备。 三是附属设施，主要是大门、围栏、园区内道路、供排水管道及园区周围环境美化、绿化、亮化提升等。 </span> </p> <p> <span style="text-decoration: underline;"> 2.1.3监理服务期：监理合同签订之日起至工程保修期结束止。 </span> </p> <p> <span style="text-decoration: underline;"> 2.1.4质量要求：合格。</span> </p> <p> <strong>2.2</strong>招标范围：<span style="text-decoration: underline;">整个工程准备阶段、施工阶段及保修期阶段的监理服务。</span> </p> <p>（说明本次招标项目的建设地点、规模、监理服务期限、招标范围、 标段划分等）。</p> <p></p> <h4>3.投标人资格要求</h4> <p> <strong>3.1</strong>本次招标对投标人的资格要求如下:</p> <p></p> <p id="zzyq"> <label> 3.1.1资质要求:<span style="text-decoration: underline;">1、投标人具有独立法人资格，营业执照； 2、本次招标要求投标人须同时具有市政公用工程及房屋建筑工程监理乙级（含乙级）以上资质，并在人员、试验检测仪器设备方面具有相应的监理能力；投标人拟派本项目的总监理工程师应具有中级（含中级）以上职称，同时具有注册监理工程师（房屋建筑工程、市政公用工程）执业证书，且未担任其他在建工程项目的项目经理。</span> </label> </p> <p id="zzyq"> <label> 3.1.2信誉要求:<span style="text-decoration: underline;">根据《关于在招标投标活动中对失信被执行人实施联合惩戒的通知》（法〔2016〕285号）及相关文件要求，招标人及招标代理机构将通过“信用中国”网站(www.creditchina.gov.cn)查询投标人是否为失信被执行人。在“信用中国”网站查询到投标人为失信被执行人的，将否决其投标。</span> </label> </p> <p id="zzyq"> <label> 3.1.3其他要求:<span style="text-decoration: underline;">供应商必须完成“河北省公共资源交易服务平台”网上注册。</span> </label> </p> <p></p> <p> <strong>3.2</strong> 本次招标 <span style="text-decoration: underline;">不接受</span>
