line-height: 130%; text-indent: 24.1pt; text-justify: inter-ideograph;"><strong>3.投标人资格要求</strong></p><p align="justify" style="text-align: justify; line-height: 130%; text-indent: 24pt; text-justify: inter-ideograph;">3.1 具有独立承担民事责任的能力；具有良好的商业信誉和健全的财务会计制度；具有履行合同所必需的设备和专业技术能力；具有依法缴纳税收及社会保障资金的良好记录；参加此项采购活动前三年内，在经营活动中没有重大违法记录；法律、行政法规规定的其他条件。</p><p align="justify" style="text-align: justify; line-height: 130%; text-indent: 24pt; text-justify: inter-ideograph;">3.2 与招标人存在利害关系可能影响招标公正性的法人、其他组织或者个人，不得参加投标。单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标或者未划分标段的统一招标项目投标。违反这两款规定的，相关投标均无效。</p><p align="justify" style="text-align: justify; line-height: 130%; text-indent: 24pt; text-justify: inter-ideograph;">3.3 拒绝列入政府不良行为记录期间的企业或个人参加投标。</p><p align="justify" style="text-align: justify; line-height: 130%; text-indent: 24pt; text-justify: inter-ideograph;">3.4 本次招标不接受联合体投标。</p><p align="justify" style="text-align: justify;
