text-indent: 24pt; layout-grid-mode: char; text-autospace: ideograph-numeric">以上各标段潜在投标人均需具备有效的基本账户开户许可证；没有被司法机关列入失信被执行人名单和政府采购严重违法失信行为记录名单（以上失信记录仅限于投标人，不包括投标人下属独立法人或负责人性质的分公司，下同），并在人员、设备、资金等方面具有相应的编制可研、勘察、设计等服务能力。</p><p style="line-height: 150%; text-indent: 12pt">10.3、项目负责人的具体要求：</p><p style="line-height: 150%; text-indent: 24.1pt"><strong>第</strong><strong>1</strong><strong>标段</strong>拟派勘察项目负责人需具备注册土木工程师(岩土)执业资格；设计项目负责人需具备公用设备（给水排水）注册工程师或市政公用工程专业一级注册建筑师执业资格；拟派项目负责人应为投标人本企业在职人员并提供近两年（2017年、2018年）企业为其缴纳社会保险的有效证明。</p><p style="line-height: 150%; text-indent: 24.1pt"><strong>第</strong><strong>2标段</strong>拟派编制可研报告的项目负责人需具备注册咨询工程师执业资格；勘察项目负责人需具备工程测量相关专业高级工程师职称证书；设计项目负责人需具备市政公用工程专业一级注册建筑师执业资格。拟派项目负责人应为投标人本企业在职人员并提供近两年（2017年、2018年）企业为其缴纳社会保险的有效证明。</p><p style="line-height: 150%; text-indent: 12pt">10.4、与招标人存在利害关系可能影响招标公正性的法人、其他组织或者个人，不得参加投标；单位负责人为同一人或者存在直接控股、管理关系的不同单位，不得同时参加同一标包投标或者未划分标段的同一招标项目投标；（名词释义：本条所称单位负责人是指法人的法定代表人、合伙企业的执行事务合伙人、个人独资企业的负责人等对外代表单位行使职权的人；控股、管理关系是指出资额或者持有股份的比例超过50%，或者出资额、股份比例虽不足50%，但其享有的表决权足以对股东会或股东大会产生重大影响或者通过协议或其他安排，能够实际支配其他单位行为的关系，如集团公司与下属子公司或分公司等）。</p><p style="line-height: 150%; text-indent: 12pt">10.5、本项目接受联合体投标，两个以上的法人或者其他组织可以组成一个联合体，以一个投标人的身份共同参加政府采购。以联合体形式进行政府采购的，参加联合体的投标人均应当具备《中华人民共和国政府采购法》第二十二条规定的条件，并应当向招标人提交联合体协议，载明联合体各方承担的工作和义务。联合体各方应当共同与招标人签订合同，就合同约定的事项对招标人承担连带责任。</p><p style="line-height: 150%; text-indent: 12pt">10.6、本项目采用资格后审方式，主要资格审查内容、标准详见招标文件，只有资格审查合格的投标人才能进入下一步评审。</p><p style="line-height: 22pt; text-indent: 12pt; layout-grid-mode: char; text-autospace: ideograph-numeric">10.7、本次招标要求投标人【包括企业、法定代表人、授权委托人和拟派项目负责人】没有被列入失信被执行人名单（以“信用中国http://www.creditchina.gov.cn”网站中的“信用服务”核查结果为准）；投标人没有被列入政府采购严重违法失信行为记录名单（以“中国政府采购网 http://www.ccgp.gov.cn/”网站核查结果为准）。</p><p style="line-height: 150%;
