text-indent: 28pt">1．项目名称：第二届全国青年运动会火炬传递创意策划及执行项目竞争性磋商采购</p><p style="line-height: 150%; text-indent: 28pt">2．项目编号：2019-9-1-C</p><p style="line-height: 150%; text-indent: 28pt">3．项目概况：由国家体育总局主办、山西省人民政府承办的第二届全国青年运动会将于2019年8月在太原市举行。火炬传递是“二青会”的一项重要活动，注重全民参与，以火炬传递活动为载体，呈现“华夏古文明、山西好风光”的三晋特色，宣传山西历史文化、自然风光以及推动转型发展、奋进新时代的崭新形象。</p><p style="line-height: 150%; text-indent: 28pt">为使火炬传递活动取得圆满成功，现对《第二届全国青年运动会火炬传递创意策划及执行》项目进行招标。</p><p style="line-height: 150%; text-indent: 28pt">4．资金来源：财政性资金</p><p style="line-height: 150%; text-indent: 28pt">5．采购预算：***元</p><p style="line-height: 150%; text-indent: 28pt">采购内容：共一包，详见磋商文件“第四部分 采购需求”。</p><p style="line-height: 150%; text-indent: 28pt">本次招标包括二青会火炬传递总体创意策划方案、圣火采集仪式策划及组织、网络火炬传递的设计研发及运营、省内实体火炬传递标准规范文件的编制及培训指导、火炬等核心物质的设计制作以及项目总体管理推进等。具体如下：</p><p style="line-height: 150%; text-indent: 28pt">①总体方案创意策划。撰写火炬传递总体创意策划方案，包括但不限于圣火采集仪式方案、省内实体火炬传递方案、网络火炬传递方案等。</p><p style="line-height: 150%; text-indent: 28pt">②整体项目管理。根据二青会火炬传递总体方案及要求，组建一支具有丰富经验和专业技能的优秀团队，并根据总体方案编制二青会火炬传递组织运行方案、时间进度表和预算分配，制定项目管理计划和方案，确保各项工作推进顺畅。</p><p style="line-height: 150%; text-indent: 28pt">③圣火采集仪式组织实施。包括圣火采集仪式流程、创意采集环节、网络火炬传递现场启动仪式等诸多环节的创意策划及组织实施。</p><p style="line-height: 150%; text-indent: 28pt">④网络火炬传递的开发及运营。借助于移动互联网相关的最新科技，策划设计网络火炬传递方案，在安全可控的基础上，传播拼搏向上、共担复兴大任的时代声音，传递人人争当火炬手、人人争做时代新人的奋进号角。</p><p style="line-height: 150%; text-indent: 28pt">⑤省内火炬传递标准规范文件的制定。根据二青会创意策划总体方案，编制形象景观标准文件和工具包、车队运行手册、火炬手手册、每日运行模板等；制定火炬手和志愿者的服务及管理办法；制定物资统筹计划及仓储物流、综合保障等方面的详细实施方案，方案须具有专业性、可行性。</p><p style="line-height: 150%; text-indent: 28pt">⑥培训及模拟演练的组织实施。开展火炬手、形象景观等专项培训；组织桌面演练、仿真模拟演练，邀请各市观摩并参与互动。</p><p style="line-height: 150%; text-indent: 28pt">⑦火炬、火炬传递服装等核心物料的设计。根据二青会会徽、吉祥物等二青会的核心形象景观，结合山西元素和代表性符号，以及青春特色，设计二青会火炬、二青会火炬传递服装（包括火炬手、护跑手、工作人员等）等。同时以火炬设计为基础，设计火种盆、火种灯等配套延展物资。</p><p style="line-height: 150%; text-indent: 28pt">⑧核心物料的制作。协调有资质的厂家制作生产300支火炬，以及火种灯、火种盆、采火器等，并按时交付使用。（具体技术参数要求附后）</p><p style="line-height: 150%; text-indent: 28pt">⑨宣传素材。制作火炬传递需要的宣传素材，如网络火炬传递宣传视频、吉祥物火炬传递表情包等。</p><p style="line-height: 150%; text-indent: 28pt">⑩安全保障。编制网络火炬传递安全保障方案和圣火采集仪式及实体火炬传递应急预案，并配合相关部门确保圣火采集仪式安全、顺畅进行。</p><p style="text-indent: -24pt; margin: 0pt 0pt 0pt 62.55pt">注：所有采购内容除特别标注为“进口产品”外，均采购国产产品，即非“通过中国海关报关验放进入中国境内且产自关境外的产品”，供应商提供的货物及服务各项技术标准应当符合国家强制性标准。</p><p style="line-height: 150%; text-indent: 28pt">6．服务时间：合同签订后至整个项目完成。</p><p style="line-height: 150%;
