(2)具有良好的商业信誉和健全的财务会计制度; (3)具有履行合同所必需的设备和专业技术能力; (4)有依法缴纳税收和社会保障资金的良好记录; (5)参加政府采购活动前三年内，在经营活动中没有重大违法记录; (6)法律、行政法规规定的其他条件。 3.2采购项目的特殊条件要求： (1)投标人须提供房屋产权证明资料或商品房买卖合同 (2)本项目不接受联合体参加采购活动。 4.采购文件的获取 4.1招标文件获取方法：本项目实行网上购买招标文件。各投标人须在运城公共资源交易平台(www.ycggfw.gov.cn)注册入库，凭CA数字证书进行登录，此项目须注册供应商类型主体库，支付文件费后，自行下载获取。具体操作参见网站“办事指南”：《主体库注册指南》、《投标人(供应商)系统操作手册》、《数字证书办理指南》。 4.2采购文件购买时间：2019年4月1日08时00分起至2019年4月8日18时00分止。请务必在规定时间内支付文件费，逾期将无法支付并下载文件。 4.3采购文件每套售价人民币300元，售后不退。 5.投标文件的递交 5.1投标文件递交的截止时间(同开标时间)为2019年4月15日8时30分。 5.2各投标人须通过运城公共资源交易平台上传电子投标文件，并且递交与电子投标文件一致的纸质文件。 5.3投标文件递交地点(同开标地点)为运城市公共资源交易中心。 5.4未密封的、逾期送达的、未送达指定地点的或未上传电子版的投标文件，采购人不予受理。 6.投标保证金的交纳(任选一家银行进行缴纳) 6.1递交方式：通过本单位基本银行帐户电汇或银行保函形式递交。 6.2截止时间：2019年4月14日18时00分止(以实际到账时间为准)。 <p align="left" style="margin-bottom: 0px;
