2、具有良好的商业信誉和健全的财务会计制度; 3、具有履行合同所必需的设备和专业技术能力; 4、具有依法缴纳税收和社会保障资金的良好记录; 5、参加此项政府采购活动前三年内，在经营活动中没有重大违法记录; 6、本次招标不接受联合体形式的投标; 7、具有建筑工程施工总承包叁级及以上资质或市政公用工程施工总承包叁级及以上资质的供应商，拟派项目经理需具备建筑工程或市政工程专业贰级及以上注册建造师证书; 8、法律、行政法规规定的其他条件。 六.报价人购买采购文件须携带的资料： 1、营业执照副本; 2、组织机构代码证副本(三证合一不需提供); 3、税务登记证副本(三证合一不需提供); 4、资质证书副本; 5、建造师注册证书; 6、如供应商代表是法定代表人，提供法定代表人的身份证原件; 7、如供应商代表不是法定代表人，委托代理人需持有《法定代表人授权书》及法定代表人身份证复印件、委托代理人身份证原件(委托代理人为本项目拟用项目经理);
