line-height: 19pt"> 1. 招标条件</h2> 永济市栖岩寺塔群边坡防治工程已报永济市采购办备案，建设资金为财政资金，采购人为永济市文物局。项目已具备采购条件，现对该项目施工进行公开招标采购。 <h2 style="margin: 13pt 0cm; line-height: 19pt"> 2. 项目概况与招标范围</h2> 2.1项目名称：永济市栖岩寺塔群边坡防治工程 2.2项目编号：Z1408****591904178103 2.3采购预算金额：***元 2.4采购内容：永济市栖岩寺塔群边坡防治工程项目设计方案施工图纸内的内容，共一个标段。具体报价范围、采购范围及所应达到的具体要求，以本招标文件相应规定为准。 2.5计划工期及实施地点：计划工期4个月，实施地点为山西省永济市。 2.6工程质量标准：合格。 <h2 style="margin: 13pt 0cm; line-height: 19pt"> 3. 供应商资格要求</h2> 3.1投标人须具备《政府采购法》第二十二条规定的条件 3.1.1具有独立承担民事责任的能力; 3.1.2具有良好的商业信誉和健全的财务会计制度; 3.1.3具有履行合同所必需的设备和专业技术能力; 3.1.4有依法缴纳税收和社会保障资金的良好记录; 3.1.5参加本次政府采购活动前三年内，在经营活动中没有重大违法记录; 3.1.6法律、行政法规规定的其他条件; 3.2本项目所需要的其他特定条件： 3.2.1国家文物局或省级文物主管部门颁发的文物保护工程施工贰级以上(含贰级)的资质; 3.2.2项目经理应具有国家文物局或山西省文物局认可的项目经理从业资格证明; 3.3本次招标不接受联合体投标。 <h2 style="margin: 13pt 0cm; line-height: 19pt"> 4. 采购文件的获取</h2> 4.1获取时间：2019年3月14日08时00分起至2019年3月20日18时00分止(北京时间，下同)。 4.2获取方法：登陆运城市公共资源交易平台(www.ycggfw.gov.cn)下载电子版采购文件(.yczf格式)。 本项目应注册供应商用户类型，并办理CA数字证书。获取采购文件请务必在规定时间内支付文件费，逾期将无法支付并下载文件。具体操作参见网站“办事指南”：《主体库注册指南》、《数字证书办理指南》、《投标人系统操作手册》。 4.3采购文件每套售价人民币300元，售后不退。 <h2 style="margin: 13pt 0cm; line-height: 19pt"> 5. 投标文件的递交</h2> 5.1递交截止时间(同开标时间)：2019年4月3日8时30分。 5.2递交的方法：登陆运城市公共资源交易平台(www.ycggfw.gov.cn)上传加密的电子版投标文件(.yctf格式)，并按招标文件要求递交纸质版投标文件。 供应商应使用“运城市公共资源交易平台”提供的投标文件制作软件编制电子版投标文件,并按采购文件要求进行CA数字证书签章、加密。本项目为全流程电子标，开标时需携带编制电子版投标文件的CA数字证书进行在线解密操作。具体操作参见网站“办事指南”：《投标文件制作软件操作手册》、《投标人系统操作手册》。 5.3逾期递交或未正常递交投标文件的,采购人将予以拒收。 <h2 style="margin: 13pt 0cm;
