(1)具有独立承担民事责任的能力; (2)具有良好的商业信誉和健全的财务会计制度; (3)具有履行合同所必需的设备和专业技术能力; (4)有依法缴纳税收和社会保障资金的良好记录; (5)参加政府采购活动前三年内，在经营活动中没有重大违法记录; (6)法律、行政法规规定的其他条件。 3.2采购项目的特殊条件要求： <p align="left" style="margin-bottom: 0px; font-size: 16px; font-family: 宋体; layout-grid-mode: char; font-weight: normal; color: black; text-align: left; clear: both; text-justify: inter-ideograph; margin-top: 0px; line-height: 30px; text-autospace: ideograph-numeric"> (1)投标人须具备建筑工程施工总承包叁级及以上资质，有效的营业执照，并在人员、设备、资金等方面具有相应的施工能力，其中，拟派项目经理须具备建筑工程专业贰级及以上注册建造师证书，具备有效的安全生产考核合格证书，且未担任其他在建项目的项目经理。 (2)本次招标不接受联合体投标。 4.采购文件的获取 4.1获取时间：2019年3月14日08时00分起至2019年3月20日18时00分止(北京时间，下同)。 4.2获取方法：登陆运城市公共资源交易平台(www.ycggfw.gov.cn)下载电子版采购文件(.yczf格式)。 本项目应注册施工企业用户类型，并办理CA数字证书。获取采购文件请务必在获取时间内支付文件费，逾期将无法支付并下载文件。具体操作参见网站“办事指南”：《主体库注册指南》、《数字证书办理指南》、《投标人系统操作手册》。 4.3采购文件每套售价人民币300元，售后不退。 5.投标文件的递交 5.1递交截止时间(同开标时间)：2019年4月9日14时30分。 5.2递交的方法：登陆运城市公共资源交易平台(www.ycggfw.gov.cn)上传加密的电子版投标文件(.yctf格式)。 供应商应使用“运城市公共资源交易平台”提供的投标文件制作软件编制电子版投标文件,并按采购文件要求进CA数字证书签章、加密。本项目为全流程电子标，开标时需携带编制电子版投标文件的CA数字证书进行在线解密操作。具体操作参见网站“办事指南”：《投标文件制作软件操作手册》、《投标人系统操作手册》。 5.4逾期递交或未正常递交投标文件的,采购人将予以拒收。 6.投标保证金的交纳(任选一家银行进行缴纳) 6.1交纳方式：通过本单位基本银行帐户电汇形式交纳。 6.2截止时间：2019年4月9日14时30分止(以实际到账时间为准)。 6.3投标保证金为人民币捌仟元整(¥8000元)。交纳投标保证金时请在备注栏中注明项目编号Z1408****591903968103。 6.4账户信息：供应商在交易系统“采购文件获取”栏目中，选择投标的包段获取投标保证金虚拟子账号。具体操作参见网站“办事指南”：《投标人(供应商)保证金操作手册》 开户名：运城市公共资源交易中心 ①开户行：中国工商银行股份有限公司运城城建支行行号：10***81003539 ②开户行：中国民生银行股份有限公司运城分行营业部行号：305181081010 ③开户行：晋商银行股份有限公司运城分行行号：31318****026 7.发布公告的媒介 本次公告同时在山西省政府采购网、运城市政府采购网、运城公共资源交易网上发布。 8.联系方式 <p align="left" style="margin-bottom: 0px;
