style="text-decoration:underline;">瑞安市交通工程建设办公室(瑞安市铁路建设办公室)</span>（采购人）为<span style="text-decoration:underline;">温州市瓯江口产业集聚区龙湾至瑞安公路瑞安段工程PPP</span>项目的实施机构，采用政府和社会资本合作模式（PPP），采购方式为<span style="text-decoration:underline;">公开招标</span>。</span></p><p style="text-indent:28px;line-height:24px"><span style=";font-family: 黑体">2.项目概况</span></p><p style="margin-top:2px;margin-right:0;margin-bottom:2px;margin-left:0;text-indent:28px;line-height:24px"><span style=";font-family:宋体">2.1</span><span style=";font-family:宋体">建设地点：项目地处瑞安市东侧，是龙湾至瑞安公路瑞安境内延伸，南至飞云江北岸瑞八公路，南北走向。</span></p><p style="margin-top:2px;margin-right:0;margin-bottom:2px;margin-left:0;text-indent:28px;line-height:24px"><span style=";font-family:宋体">2.2</span><span style=";font-family:宋体">建设内容与建设规模：</span></p><p style="margin-top:2px;margin-right:0;margin-bottom:2px;margin-left:0;text-indent:28px;line-height:24px"><span style=";font-family:宋体">（1）</span><span style=";font-family:宋体">温州市瓯江口产业集聚区龙湾至瑞安公路瑞安段工程，公路按照双向六车道一级公路</span>80km/h <span style=";font-family:宋体">标准设计，兼顾了城市道路功能，起点至瑞枫公路段采用</span>44m<span style=";font-family:宋体">横断面，约</span>4.8km<span style=";font-family:宋体">，瑞枫公路至终点段采用</span>42m<span style=";font-family:宋体">横断面，长</span>5.9km<span style=";font-family:宋体">。本项目路线总长</span>10.7km<span style=";font-family:宋体">，起点桩号</span>K1+620<span style=";font-family:宋体">，终点桩号</span>K12+344<span style=";font-family:宋体">，养护工区</span>1<span style=";font-family:宋体">处。全线桥梁</span>967m/29<span style=";font-family:宋体">座，用地总规模约</span>915<span style=";font-family:宋体">亩，拆迁建筑物</span>35851m<sup>2</sup><span style=";font-family:宋体">。</span></p><p style="margin-top:2px;margin-right:0;margin-bottom:2px;margin-left:0;text-indent:28px;line-height:24px"><span style=";font-family:宋体">（2）</span><span style=";font-family:宋体">温州市瓯江口产业集聚区龙湾至瑞安工程附属工程（人行道及市政管线工程）</span>,<span style=";font-family:宋体">人行道宽度：</span>K1+620<span style=";font-family:宋体">～</span>K6+410<span style=";font-family:宋体">段</span>(<span style=";font-family:宋体">即起点至瑞枫公路段</span>)<span style=";font-family:宋体">人行道建设宽度为</span>4.25m<span style=";font-family:宋体">；</span>K6+410<span style=";font-family:宋体">～</span>K10+700(<span style=";font-family:宋体">瑞枫公路至</span>K10+700)<span style=";font-family:宋体">人非混行道建设宽度为</span>3.75m<span style=";font-family:宋体">；</span>K10+700<span style=";font-family:宋体">～终点</span>(K12+344)<span style=";font-family:宋体">人行道建设宽度为</span>4.25m<span style=";font-family:宋体">。市政管线内容：主要包括雨水、污水、给水、通信管道（不含</span>110KV<span style=";font-family:宋体">电力宽线）等相关配套设施。</span></p><p style="text-indent:28px;line-height:24px"><span style=";font-family: 宋体">（3）</span><span style=";font-family:宋体">温州市瓯江口产业集聚区龙湾至瑞安公路瑞安段工程与温州市域铁路</span>S2<span style=";font-family:宋体">线</span>110kv<span style=";font-family:宋体">线路高压迁改工程，总长</span>10.7km<span style=";font-family:宋体">，实施段范围内</span>K1+580--K10+900<span style=";font-family:宋体">沿龙瑞公路走向的</span>110KV<span style=";font-family:宋体">高压电力管线需“上改下”，管线迁改土建部分。</span></p><p style="text-indent:28px;line-height:24px"><span style=";font-family:宋体">2.3</span><span style=";font-family: 宋体">投资规模：总投资138678.3万元。</span></p><p style="text-indent:28px;line-height:24px"><span style=";font-family:宋体">2.4PPP</span><span style=";font-family: 宋体">合作期限：15年，其中建设期3年，运营维护期12年。</span></p><p style="text-indent:28px;line-height:24px"><span style=";font-family:宋体">2.5</span><span style=";font-family:宋体">项目前期和政策处理情况：</span></p><p style="margin-left:0;text-indent:28px;line-height:24px"><span style=";font-family:宋体">（1）</span><span style=";font-family:宋体">前期工作：已通过可研及批复（浙交办〔2015〕193号），项目建议书及批复（浙发改函〔2012〕465号），主体初步设计批复（浙发改设计〔2017〕89号），附属工程初步设计批复（瑞发改投〔2018〕184号），施工图设计已完成。</span></p><p style="margin-left:0;text-indent:28px;line-height:24px"><span style=";font-family:宋体">（2）</span><span style=";font-family:宋体">征地落实情况：截至目前，龙瑞公路已完成主线征地581.016亩，土地组件报批已报瑞安市国土局。</span></p><p style="text-indent:28px;line-height:24px"><span style=";font-family: 宋体">（3）该项目与温州市域铁路S2线共线段约8.9km，后期需同步施工对接，施工干扰大。</span></p><p style="text-indent:28px;line-height:24px"><span style=";font-family:宋体">2.6</span><span style=";font-family: 宋体">本项目投报价标要求（最高投标限价如下）</span></p><p style="margin-left:0;text-indent:28px;line-height:24px"><span style=";font-family:宋体">（1）</span><span style=";font-family:宋体">工程费用：下浮率不低于7%，即工程量清单下浮7%作最高限价。</span></p><p style="margin-left:0;text-indent:28px;line-height:24px"><span style=";font-family:宋体">（2）</span><span style=";font-family:宋体">合理利润率：5年期以上银行贷款基准利率4.9%上浮最高不超过20%。</span></p><p style="margin-left:0;text-indent:28px;line-height:24px"><span style=";font-family:宋体">（3）</span><span style=";font-family:宋体">运营维护绩效：不高于396.1万元/年，按年3%递增，大中修另议。</span></p><p style="text-indent:28px;line-height:24px"><span style=";font-family: 宋体">（4）使用者付费：不低于125万元/年，按年3%递增。</span></p><p 宋体">通过政府采购确定中选社会资本，本项目拟采用PPP模式中BOT（建设-经营-移交）形式。项目公司负责在合同期内进行新建项目设计、融资、建造、运营、维护和为用户服务，并在项目合作期满后将项目设施及相关权益无偿移交给瑞安市交通工程建设办公室(瑞安市铁路建设办公室)或其授权主体。27735.66万元（不低于总投资的20%），项目资本金由中选社会资本出资占99%，政府授权出资代表占1%。</span></p><p style="text-indent:28px;line-height:24px"><span style=";font-family:宋体">4.3.1</span><span style=";font-family:宋体">申请人具有实施本项目所需的技术能力和管理能力；</span></p><p style="text-indent:28px;line-height:24px"><span style=";font-family:宋体">4.3.2</span><span style=";font-family:宋体">申请人拟派本项目施工负责人具有公路工程专业注册一级建造师，具有《安全生产考核合格证书》（B证），并且无在建项目。</span></p><p style="text-indent:28px;line-height:24px"><span style=";font-family:宋体">4.4</span><span style=";font-family:宋体">．其他要求</span></p><p style="text-indent:28px;line-height:24px"><span style=";font-family:宋体">4.4.1</span><span style=";font-family:宋体">申请人符合《中华人民共和国政府采购法》第二十二条的规定；</span></p><p style="text-indent:28px;line-height:24px"><span style=";font-family:宋体">4.4.2</span><span style=";font-family:宋体">申请人单位负责人为同一人或者存在直接控股、管理关系的不同申请人，不得参加同一采购项目的资格预审；</span></p><p style="text-indent:28px;line-height:24px"><span style=";font-family:宋体">4.4</span><span style=";font-family:宋体">申请人在申请截止日前三年内未被列入失信被执行人名单、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单，信用信息以投标截止日信用中国网站（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）公布为准。未被限制参与本级政府采购活动和未被建设行政主管部门限制参与建筑业市场；</span></p><p style=";font-family:宋体">本项目接受联合体资格预审申请，联合体组成单位不得超过三家，并在联合体协议中列明牵头方、各联合体成员出资比例及承担相应的责任（要求施工方出资比例不得低于10%）。联合体各方不得再单独或与其他单位组成联合体参与本项目投标。</span></p><p style="text-indent:28px;line-height:24px"><span style=";font-family:黑体">5.</span><span style=";font-family:黑体">资格预审方法</span></p><p style="text-indent:28px;line-height:24px"><span style=";font-family: 宋体">本次资格预审采用合格制，申请人只要符合“4、申请人资格要求</span><span style=";font-family:宋体">”</span><span style=";font-family:宋体">的，予以通过本次资格预审。<strong>未参加本次资格预审的申请人不得进入下一轮投标</strong>。</span></p><p style="text-indent:28px;line-height:24px"><span
