-ms-text-justify: inter-ideograph; mso-char-indent-count: 2.0000; mso-layout-grid-align: none;">根据《中华人民共和国政府采购法》、《中华人民共和国招标投标法》等有关法律法规规定，吉林省超达招标有限公司受采购人柳河县柳河镇人民政府的委托，对 柳河县老年养护中心建设项目附属工程进行公开招标，资金来源财政资金，现邀请合格投标人就本项目参与投标。 二.项目概况与招标范围 2.1 项目名称：柳河县老年养护中心建设项目附属工程 2.2 项目批复文件：项目采购X【20190220】—0023号 2.3 采购预算:***元 2.4 建设地点：柳河县柳河镇里仁村 2.5 项目规模及内容：施工图及工程量清单所含全部内容 2.6 计划工期：开工日期4月10日，竣工日期9月10日 2.7 质量要求：符合国家现行工程施工质量验收统一标准的合格工程 三.投标人资格要求 <p align="justify" class="MsoNormal" style="text-align: justify; line-height: 114%; text-indent: 24pt; -ms-text-autospace:; -ms-text-justify: inter-ideograph; mso-char-indent-count: 2.0000; mso-layout-grid-align: none;">3.1 投标申请人须符合《中华人民共和国政府采购法》第二十二条的规定，具备独立法人资格，具备建设行政主管部门核发的建筑工程施工总承包叁级及以上资质，具有有效的安全生产许可证。2016年至今完成过类似项目业绩，并在人员、设备、资金等方面具有相应的施工能力。近三年（2015、2016、2017年度）财务状况良好，无亏损；须提供近三年（2015、2016、2017年度）财务审计报告。 <p align="justify" class="MsoNormal" style="text-align: justify; line-height: 114%; text-indent: 24pt; -ms-text-autospace:; -ms-text-justify: inter-ideograph; mso-char-indent-count: 2.0000; mso-layout-grid-align: none;">3.2 投标申请人拟派出的项目经理须具备建筑工程专业贰级及以上注册建造师资格，具备有效的安全生产考核B证，具备相关专业中级及以上职称。 <p align="justify" class="MsoNormal" style="text-align: justify; line-height: 114%; text-indent: 24pt; -ms-text-autospace:; -ms-text-justify: inter-ideograph; mso-char-indent-count: 2.0000; mso-layout-grid-align: none;">3.3 投标人不得为“信用中国”网站（<a>www.creditchina.gov.cn</a>）中列入失信被执行人和重大税收违法案件当事人名单的供应商，不得为中国政府采购网（<a>www.ccgp.gov.cn</a>）政府采购严重违法失信行为记录名单中被财政部门禁止参加政府采购活动的供应商（在处罚决定规定的时间和地域范围内）（详见财库【2016】125号文）。投标人须在中国裁判文书网（http://wenshu.court.gov.cn）自行查询本公司行贿犯罪记录，且提供查询页面截图并加盖公章作为无行贿犯罪记录证明。 <p align="justify" class="MsoNormal" style="text-align: justify; line-height: 114%; text-indent: 24pt; -ms-text-autospace:; -ms-text-justify: inter-ideograph; mso-char-indent-count: 2.0000; mso-layout-grid-align: none;">3.6 与招标人存在利害关系可能影响招标公正性的法人、其他组织或者个人，不得参加投标。单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标或者未划分标段的同一招标项目投标。违反这两款规定的，相关投标应当被否决。 四.招标文件的获取 <p align="justify" class="MsoNormal" style="text-align: justify;
