text-indent:24px; -ms-layout-gr-mode:char;"><span style="font-size:13px;">（4）</span><span style="font-size:13px;">本次招标、投标和合同授予均以分包为单位；若分包中涉及投标人参与中标黑龙江省第三次国土调查及相关工作的区县及农垦森工的任务，则该投标人不能参加该分包的投标，否则该投标人该分包的投标无效。例如某投标人承担佳木斯市桦南县第三次国土调查等相关工作，则该投标人不能对涉及佳木斯市行政辖区所在分包进行投标。</span></p><p style="line-height:150%;
