text-indent: 21.1pt;"><strong>2.</strong><strong>项目概况与招标范围</strong></p><p style="line-height: 150%; text-indent: 21pt;">2.1 采购单位：哈尔滨工业大学；</p><p style="line-height: 150%; text-indent: 21pt;">2.2 项目名称：哈尔滨工业大学科学园2H栋扩建改造工程（二期）设计；</p><p style="line-height: 150%; text-indent: 21pt;">2.6招标范围：哈尔滨工业大学航天馆的装饰装修及布展设计招标，航天馆建筑面积约6500平方米（包括新馆和老馆两部分），投资概算约1550万元。此次设计招标包含：室内外展陈空间的装修及布展设计；室内装修设计涉及的全专业设计，包含：装饰，给水、排水、采暖、通风及空调、消防、强电、弱电专业以及此次涉及的建筑、结构、建筑结构加固设计等专业。与原有展馆联通方式及设计需在此次设计中完成；</p><p style="line-height: 150%; text-indent: 21pt;">方案设计阶段：根据招标人要求完成符合招标人意愿的方案设计。</p><p style="line-height: 150%; text-indent: 21pt;">施工图设计阶段：根据招标人确定的方案，在招标人规定的期限内负责提供展览范围内的图纸设计及装修工程相关的全专业施工图设计。</p><p style="line-height: 150%; text-indent: 21pt;">协助完成政府部门要求的规划意见书和实际方案报批文件，提供工程施工全过程的跟踪设计服务。</p><p style="line-height: 150%; text-indent: 21pt;">2.7 质量标准：应按《科技馆建设标准》和国家技术规范、标准、规程及发包人提出的设计要求；</p><p style="line-height: 150%; text-indent: 21pt;">2.8项目预算：人民币***万元；</p><p style="line-height: 150%; text-indent: 21.1pt;"><strong>3.</strong><strong>投标人资格要求</strong></p><p style="line-height: 150%; text-indent: 21pt;">3.1投标人须具备中华人民共和国境内的独立法人资格，并在人员、设备、资金等方面具有相应的能力。本次招标不接受联合体投标。；</p><p style="line-height: 150%; text-indent: 21pt;">3.2投标人须具有国家颁发的建筑工程设计乙级及以上资质，并在人员、设备、资金等方面具有相应的履约能力；</p><p style="line-height: 150%; text-indent: 21pt;">3.3投标人须提供近三年（2016年-2018年）设计任务合同原件，要求不得低于10万平方米项目设计工作或设计费额度高于100万的标准；</p><p style="line-height: 150%; text-indent: 21pt;">3.4投标人必须具有由有资质的会计师事务所出具的2017年度的真实有效的企业审计报告，且净利润不能为负值。</p><p style="line-height: 150%; text-indent: 21pt;">3.5拟派参加本项目的授权委托代理人必须是参加本项目投标人的合法在职人员，须提供参加本项目的投标人为其缴纳职工基本养老保险的证明（2018年1月-投标登记截止之日）（证明需真实可查，或携带密钥由投标人登陆，进行核查）；</p><p style="line-height: 150%; text-indent: 21pt;">3.6投标人具有良好的银行资信和商业信誉，没有处于被责令停业、财产被接管、冻结、破产状态，且不曾在任何合同中有重大违约行为；</p><p style="line-height: 150%; text-indent: 21pt;">3.7没有被司法机关列入失信被执行人名单的网页截图（以中国执行信息公开网查询为准）及没有被相关部门列入企业经营异常名录和重大税收违法案件当事人名单的网页截图（以“信用中国”网站查询为准）。</p><p style="line-height: 150%; text-indent: 21pt;">3.8投标人须对本企业、法定代表人及其授权委托人近三年无行贿犯罪记录在中国裁判文书网（http://wenshu.court.gov.cn/）进行查询，如果没有行贿记录，网站会显示"无符合条件的数据"；如果有行贿记录，网站会有结果显示，需要下载相关档案，就要注册一个账号即可下载，如有行贿犯罪记录的不得参与本项目投标。</p><p style="line-height: 150%; text-indent: 21pt;">3.9投标人与招标人无经济和法律方面的纠纷，无不良质量、安全和信用记录，如有则该投标人的报名资格将被当场取消；与招标人存在利害关系可能影响招标公正性的法人、其他组织或者个人，不得参加投标；单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加投标。</p><p style="line-height: 150%; text-indent: 21.1pt;"><strong>注：如投标人对上述投标人资格要求有异议，可以在公告期内携带相关的书面材料向招标代理机构提出异议。</strong></p><p style="line-height: 150%;
