text-indent: 12pt">10.1、潜在投标人应具备《中华人民共和国政府采购法》第二十二条资格条件；</p><p style="line-height: 22pt; text-indent: 12pt; layout-grid-mode: char; text-autospace: ideograph-numeric">10.2、本次招标要求潜在投标人应具备<u><span style="text-decoration: underline; text-underline: single">贰</span></u><u><span style="text-decoration: underline; text-underline: single">级）及以上</span></u> 资质，具备有效的安全生产许可证、基本账户开户许可证；没有被司法机关列入失信被执行人名单和没有被列入政府采购严重违法失信行为记录名单（以上失信记录仅限于投标人，不包括投标人下属独立法人或负责人性质的分公司，下同），并在人员、设备、资金等方面具有相应的施工能力。</p><p style="line-height: 150%; text-indent: 12pt">10.3、本次招标要求投标人拟派项目经理具备 <u><span style="text-decoration: underline; text-underline: single">建筑工程</span></u> 专业 <u><span style="text-decoration: underline; text-underline: single">贰级（含贰级）及以上</span></u> 注册建造师执业资格，具备有效的安全生产考核合格证书，没有被司法机关列入失信被执行人名单和没有被列入政府采购严重违法失信行为记录名单。</p><p style="line-height: 150%; text-indent: 12pt">10.4、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。除单一来源采购项目外，为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动（名词释义：本条所称单位负责人是指法人的法定代表人、合伙企业的执行事务合伙人、个人独资企业的负责人等对外代表单位行使职权的人；控股、管理关系是指出资额或者持有股份的比例超过50%，或者出资额、股份比例虽不足50%，但其享有的表决权足以对股东会或股东大会产生重大影响或者通过协议或其他安排，能够实际支配其他单位行为的关系，如集团公司与下属子公司或分公司等）。</p><p style="line-height: 150%; text-indent: 12pt">10.5、本项目不接受联合体投标；</p><p style="line-height: 150%; text-indent: 12pt">10.6、本项目采用资格后审方式，主要资格审查内容、标准详见招标文件，只有资格审查合格的投标人才能进入下一步评审。</p><p style="line-height: 22pt; text-indent: 12pt; layout-grid-mode: char; text-autospace: ideograph-numeric">10.7、参加投标活动的可以是企业法定代表人或授权委托代理人，授权委托代理人必须是投标项目负责人（拟派建造师）本人。投标企业不得委派其他人以投标代理人的名义代替投标项目负责人投标，否则其投标将被否决。且本项目要求拟派本项目管理班子成员的所有人员证企相符，没有其他在建工程项目，如核实有在建项目，将取消其投标或中标资格。</p><p style="line-height: 150%; text-indent: 12pt">10.8、本次招标要求投标人【包括企业、法定代表人和被授权委托人（拟派建造师）】没有被列入失信被执行人名单（以“信用中国http://www.creditchina.gov.cn”网站核查结果为准）；投标人没有被列入政府采购严重违法失信行为记录名单（以“中国政府采购网 http://www.ccgp.gov.cn/”网站核查结果为准）。</p><p style="line-height: 150%; text-indent: 12pt">10.9、未购买本项目招标文件的投标人禁止参加本项目投标。</p><p style="line-height: 150%; text-indent: 12pt">10.10、必须遵守国家相关的法律、法规和政策；</p><p style="line-height: 150%"><strong>十一、招标文件的获取：</strong></p><p style="line-height: 150%;
