text-indent: 21.1pt;">2.6采购预算：***万元</p><p style="line-height: 150%; text-indent: 21.2pt;"><strong>三.</strong><strong>标段投标人资格要求</strong></p><p style="line-height: 150%; text-indent: 21.1pt;">3.1投标人符合《中华人民共和国政府采购法》第二十二条规定, 在中华人民共和国境内注册，能够独立承担民事责任具有良好的商业信誉和健全的财务会计制度；具有履行合同所必须的设备和专业技术能力；有依法缴纳税收和社会保障资金的良好记录；参加采购活动前三年内，在经营活动中没有重大违法记录；</p><p style="line-height: 150%; text-indent: 21.1pt;">3.2投标人须具备相关主管部门核发的建筑工程施工总承包叁级及以上资质，并在人员、设备、资金等方面具有承担本工程的施工能力；</p><p style="line-height: 150%; text-indent: 21.1pt;">3.3拟派出的项目经理须是具备相关主管部门核发的建筑工程专业二级及以上注册建造师资格，具有有效的安全生产考核合格证书，项目经理不得有在建工程。</p><p style="line-height: 150%; text-indent: 21.1pt;">3.4本次招标不接受联合体投标。</p><p style="line-height: 150%; text-indent: 21.1pt;">3.5 拒绝列入政府取消投标资格记录期间的企业或个人投标。</p><p style="line-height: 150%; text-indent: 21.1pt;">3.6外省企业需按照吉建管〔2018﹞12号文件办理企业信息登记后，方可投标。</p><p style="line-height: 150%; text-indent: 21.1pt;">3.7根据《财政部关于在政府采购活动中查询及使用信用记录有关问题的通知》（财库〔2016〕125号）被列入中国政府采购网(www.ccgp.gov.cn)“政府采购严重违法失信行为记录名单”的（指政府采购行政处罚有效期内），被列入中国执行信息公开网（http://shixin.court.gov.cn/，也即全国法院失信被执行人名单信息公布与查询网）“失信被执行人”的、被列入国家税务总局网站（www.chinatax.gov.cn/）——重大案件查询栏目“重大税收违法案件当事人名单”的投标人将被拒绝参加投标；</p><p style="line-height: 150%; text-indent: 21.1pt;">3.8与招标人存在利害关系可能影响招标公正性的法人、其他组织或者个人，不得参加投标。单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标或者未划分标段的同一招标项目投标。违反上述规定的，相关投标均无效。</p><p style="line-height: 150%; text-indent: 21.2pt;"><strong>四.</strong><strong>招标文件的获取及投标文件的递交</strong></p><p style="line-height: 150%; text-indent: 21.1pt;">（1）企业法定代表人资格证明书和授权委托书原件；</p><p style="line-height: 150%; text-indent: 21.1pt;">（2）企业营业执照副本原件及加盖公章的复印件；</p><p style="line-height: 150%; text-indent: 21.1pt;">（3）企业资质证书副本原件及加盖公章的复印件（持有新版资质证书的投标人可提供与新版资质证书副本同样大小并加盖投标单位公章（鲜章）的复印件，复印件与原件效力等同）；</p><p style="line-height: 150%;
