text-indent: 30pt;">1.政府采购促进中小企业、监狱企业和残疾人福利性单位发展。</p><p style="line-height: 15pt; text-indent: 30pt;">2.政府采购支持采用本国产品的政策。</p><p style="line-height: 15pt; text-indent: 30pt;">3.强制采购、优先采购环境标志产品、节能产品。</p><p style="line-height: 15pt; text-indent: 30pt;">四、谈判供应商的资格要求</p><p style="line-height: 15pt; text-indent: 30pt;">1.符合《中华人民共和国政府采购法》第二十二条规定；</p><p style="line-height: 15pt; text-indent: 30pt;">2.国内注册（指按国家有关规定要求注册的），生产或经营本次采购主要货物，具有行业主管部门颁发的有效证件（供应商为生产企业须提供《医疗器械生产许可证》，经营企业须提供《第二类医疗器械经营备案凭证》），具有独立法人资格的供应商。</p><p style="line-height: 15pt; text-indent: 30pt;">3.单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。除单一来源采购项目外，为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。</p><p style="line-height: 15pt; text-indent: 30pt;">4.对在“信用中国”网站(www.creditchina.gov.cn)、中国政府采购网(www.ccgp.gov.cn)等渠道列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单及其他不符合《中华人民共和国政府采购法》第二十二条规定条件的供应商，不得参与政府采购活动。</p><p style="line-height: 15pt; text-indent: 30pt;">1.发售时间：2019年1月14日公告发布之时起至2019年1月17 日止的正常工作时间, 正常工作时间是指每日上午9时00分到12时00分，下午13时30分到16时30分。双休日和法定节假日不办理业务。</p><p style="line-height: 15pt; text-indent: 30pt;">2.发售地点：防城港市公共资源交易中心（防城港市迎宾路红树林大厦东塔7楼）。</p><p style="line-height: 15pt;
