text-indent: 21.1pt"> 五、本项目需要落实的政府采购政策： 《政府采购促进中小企业发展暂行办法》（财库[2011]181号），《财政部、司法部关于政府采购支持监狱企业发展有关问题的通知》（财库〔2014〕68 号）、《国务院办公厅关于建立政府强制采购节能产品制度的通知》（国办发〔2007〕51 号）、《三部门联合发布关于促进残疾人就业政府采购政策的通知》（财库〔2017〕141 号）、强制采购、优先采购节能产品、环境标志产品。 </div> <div style="margin: 0pt; line-height: 18pt; text-autospace: ideograph-numeric; text-indent: 21.1pt"> 六、谈判供应商资格要求： </div> <div style="text-align: left; margin: 0pt; line-height: 18pt; text-autospace: ideograph-numeric; text-indent: 21pt"> 1. 国内注册（指按国家工商管理有关规定要求核准登记的）经营范围达到本次采购货物及服务要求 （营业执照须清晰反映企业对本项目采购需求的经营范围）， 具有独立法人资格 ；供应商是电梯生产厂家的，须具有《中华人民共和国特种设备制造许可证》（乘客电梯类A级）和《中华人民共和国特种设备安装改造维修许可证》（电梯安装及维修B级或以上）；供应商是代理商或经销商的，须具有《中华人民共和国特种设备安装改造维修许可证》（电梯安装及维修B级或以上），且针对本项目电梯设备的生产厂家须具有《中华人民共和国特种设备制造许可证》（乘客电梯类A级）； </div> <div style="margin: 0pt; line-height: 18pt; text-autospace: ideograph-numeric; text-indent: 21pt"> 2. 符合《中华人民共和国政府采购法》第二十二条规定及《政府采购货物和服务采购投标管理办法》的相关规定； </div> <div style="margin: 0pt; line-height: 18pt; text-autospace: ideograph-numeric; text-indent: 21pt"> 3.单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动； </div> <div style="margin: 0pt; line-height: 18pt; text-autospace: ideograph-numeric; text-indent: 21pt"> 4.对在“信用中国”网站(www.creditchina.gov.cn)、中国政府采购网(www.ccgp.gov.cn)等渠道列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单及其他不符合《中华人民共和国政府采购法》第二十二条规定条件的供应商，不得参与政府采购活动。 </div> <div style="margin: 0pt; line-height: 18pt; text-autospace: ideograph-numeric; text-indent: 21.1pt"> 七、竞争性谈判文件的获取： </div> <div style="margin: 0pt; line-height: 18pt; text-autospace: ideograph-numeric; text-indent: 21pt"> 1. 请被推荐单位持本项目竞争性谈判邀请书于 2019年 4 月 26 日至2019年 4 月 29 日 （法定公休日、法定节假日除外），每日上午 8：00 时至 12：00 时，下午 14：30 时至 17：30时（北京时间，下同）到广西建通工程咨询有限责任公司招标三所（ 百色市右江区迎龙路70号建通中心(竹洲大桥旁)2号楼A座22层 ）购买竞争性谈判文件。竞争性谈判文件（不含图纸、清单等资料）每套售价250元，售后不退。 </div> <div style="margin: 0pt;
