text-indent: 10.5pt"> 项目预算： 人民币壹佰陆拾万零贰仟叁佰壹拾肆元整（￥ ***.00元 ） </div> <div style="margin: 0pt; line-height: 18pt; text-autospace: ideograph-numeric; text-indent: 21.1pt"> 二、 采购项目基本概况介绍 ： 博白县文地镇平旺村那花桥全长 32.04米 ， 桥全宽 8.5米，净宽7.5米。 原来桥位处没有，群众出行绕远道而行。为方便群众出行， 原桥位处拟建一座2×13 m 小桥，交角为90°。本桥平面位于直线上，纵断面纵坡为-0.6 ％。全桥共1联：上部结构采用装配式后张法预应力混凝土简支小箱梁，桥面连续，墩台平行布置；下部结构桥台采用柱式台+桩基础，桥墩采用桩柱式墩。 具体施工内容详见竞争性谈判文件和施工图纸及工程量清单等相关资料 。 </div> <div style="margin: 0pt; line-height: 17pt; text-autospace: ideograph-numeric; text-indent: 21.1pt"> 三、本项目需要落实的政府采购政策 ： 《中华人民共和国政府采购法》、《中华人民共和国政府采购法实施条例》、《政府采购促进中小企业发展暂行办法》（财库[2011]181号）、 《财政部关于在政府采购活动中查询及使用信用记录有关问题的通知》（财库〔2016〕125号） 、 《财政部、民政部、中国残疾人联合会关于促进残疾人就业政府采购政策的通知》（财库〔2017〕141号）等 。 </div> <div style="margin: 0pt; line-height: 17pt; text-autospace: ideograph-numeric; text-indent: 21.1pt"> 四、竞标人资格 ： </div> <div style="margin: 0pt 21pt 0pt 0pt; line-height: 17pt; text-autospace: ideograph-numeric; text-indent: 31.5pt"> 1、符合《中华人民共和国政府采购法》第二十二条规定； </div> <div style="margin: 0pt; line-height: 17pt; text-autospace: ideograph-numeric; text-indent: 31.5pt"> 2、具备公路工程施工总承包叁级以上（含叁级）资质的施工企业；拟投入本项目的项目经理必须具备公路工程专业贰级以上（含贰级）注册建造师资质证书，并具有交通运输主管部门颁发的B类安全生产考核合格证； 同时具有省级或以上建设行政主管部门颁发的建筑施工企业安全生产许可证的施工企业。 </div> <div style="margin: 0pt; line-height: 17pt; text-autospace: ideograph-numeric; text-indent: 31.5pt"> 3、 取得2015年、2016年、2017年在玉林市公路建设市场施工企业信用评价等级B级以上（含B级）的施工企业。 竞标单位 的信用评价等级按照玉林市交通局《关于公布2015年玉林市公路建设市场施工企业信用评价结果的通知》（玉市交质监[2016]2号）、《关于公布2016年玉林市公路建设市场施工企业信用评价结果的通知》（玉市交质监[2017]3号）及《关于公布2017年玉林市公路建设市场施工企业信用评价结果的通知》（玉市交质监[2018]4号）等相关规定执行； 且不存在被交通运输部在全国范围内或广西交通运输厅作出取消投标资格或禁止进入公路建设市场且处于有效期内的行政处罚和不存在被广西壮族自治区公路管理局以相关文件进行市场禁入性规定的情况 。 </div> <div style="margin: 0pt; line-height: 17pt; text-autospace: ideograph-numeric; text-indent: 21pt"> 4、 单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项目下的政府采购活动。除单一来源采购项目外，为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。 </div> <div style="margin: 0pt; line-height: 17pt; text-autospace: ideograph-numeric; text-indent: 21pt"> 5、在“信用中国”网站(www.creditchina.gov.cn)、中国政府采购网(www.ccgp.gov.cn)等渠道列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单及其他不符合《中华人民共和国政府采购法》第二十二条规定条件的，不得参与本项目政府采购活动； </div> <div style="margin: 0pt;
